I don't know. I suspect one orders them in bulk.

Google showed me a merkian fan's resource page http://www.boston-baden.com/hazel/Ribbons/faq.htm but you can google too.

Bulk is right: knowing they're called name tag ribbons found me a UK site and basically if you want them PRINTED, you have to buy 50m.

...so, probably not.

As far as I know, the same place they purchase the badge holders/lanyards/clips/etc. Usually in bulk from office supply stores? I'm not sure which specific ones you're referring to, but I'm fairly sure I've seen similar things.

Yes - I may try calling one of the supply sites Monday to find out if there's any remote chance I could get less than 50m worth, but probably not - there seems to be a good reason UK cons don't buy them unless there's going to be 5000 people wandering around...
